Its actually a collaborative effort. Here is the text from the article linked above:
Unclear if this is a 'legit' RWB build. Also that comment about 'more than enough traction' given the stock engine is hilarious.
Tanner Foust has become pretty attached to the Volkswagen Beetle over the past year. Aside from beating the snot out of his Beetle GRC during the last few months, he has also quietly been working with world-famous Porsche specialist Akria Nakai from Rauh Welt Begriff (RWB) and the minds at LTMW on the Foust Edition Beetle. With the close relationship between Porsche and the Beetle in mind, RWB and LTMW set to copy Nakai’s quintessential style, making one of the toughest Beetles in existence- behind only the Beetle GRC and our own SuperBeetle.
Sporting massive over-fenders adding roughly eight inches to the Beetle’s width and painted bright orange, the Beetle attracted quite a bit of attention during its time at SEMA. While no engine modifications have been performed just yet, the 18″ Motegi Traklite wheels measuring a massive 10″ in front and 12″ in back should provide more than enough traction for whatever they throw at it.

if only Ewe Gemballa was still alive, I'm thinking a suitable platform for the Avalanche kit has finally taken the stage. Maybe J.C. Whitney can produce a similar kit...if they don't already that is.

Fortunately, the RUF Beetle isn't really a RUF. The website says ' Inspired by the great German Porsche Aftermarket Tuner Alois Ruf, built & designed as he might, given the inclination to modify a New Beetle!'
So, it's 'inspired by Ruf', and 'built with the cooperation of RufUSA', which I take to mean built using parts and expertise from Ruf, but it's (mercifully) not a Ruf product.
