I'm not sure if it is necessary, but it is probably a good idea. Rather than speculate, someone might know the real answer.

+1... This is the correct and safest way to do it.

I have done it without dismounting, however you have to be very careful. I deflated the tire and then put 3 large clamps on the rims (outside of the tire) to stop the rim halves from separating and then removed and replaced the center.

The only reason I did this is I had no time to dismount, split the wheel, rebuild, reseal and then remount. I was lucky but not recommended.
