Sorry, nope - had a Targa for 10 years and always ran 18" and 19" wheels - no issues at all. I really dislike the stock Targa wheels - I would rather have a nice set of MY02's on the car, and loved the RUF's.
There is a lot of BS on the internet about the Targas not being track-worthy, or flexing (especially from people never even owning one) - but I tracked the car, drove it hard, had large wheels on it - and it all worked great with no structural or flexing issues.
So there you go.

Yeah, I know the bulletin, but Porsche is covering its collective *** as usual. The Targa is at least as stiff than the Cabriolet so why would it be excluded? Because they did not want a lot of people coming in complaining of roof squeaks on the track is my guess, but who knows. The fact that the Targa was not even approved for 18" wheels is total BS (IMHO).
All I know is I tracked my Targa with both the 19" RUFS and the 18" MY02's and had no issues roof open or closed.
