I know you said the starter spins the engine, but Porsche states that there is a starting RPM below which the engine will not start. So, if the battery is weak or if there's a faulty/corroded connection, the starter could spin but not fast enough for the engine to fire. The fact that the car has been sitting in rain and snow for days increases the liklihood of a moisture-related problem.
So, before you start buying parts, get the car in a dry location, get a hair dryer or two, pop the distributor caps off and dry them out. If possible, circulate warm, dry air through the engine compartment for 2-3 hours, and get everything as dry as possible. Make sure the battery clamps are dry and uncorroded and the ground cable is clean and well secured to the pan. Then try to start the car.

we ended up pushing my friends 993 to a dry spot and let it sit for a day to dry up. It started on the first crank the next day. It's been flawless since. Snow must have go into a bad spot.
Good thing my baby is tucked away until the spring. I would be in tears if I ever saw my car covered in snow!
