I think this is the place. Call or email them because it was 2 years or so since I inquired. You send them your unit and they set the up/down speed to whatever you desire.

I sent an email today to them. We'll see. I'll post the results here.

I noticed the OEM control modules retail $343.50 new at Pelican Parts. Maybe the prices went up just recently and so there's not enough markup for RUF anymore. But if they're only now using cores that people are sending in and still charging the same amount, then I guess their profit just skyrocketed.
Or maybe you and I just fell through the cracks?

OK, here's the reply I received from Cactus' referral:
Hi Dan,
That's correct, we can re-calibrate the up/down speed of the rear spoiler.
The ECU, though, must be the early ECU, i.e. without the large integrated
circuit (18-20 pins). The price is $130 plus shipping.

More "flies in the ointment"? Hope that's helpful to you all. I'm going out to count the ECU pins; with a '96, I think I may be out of luck.

Oh well. That means I'm out of luck with my '97 most likely. Anybody want to get a group buy on the RUF module going again? This time I won't be organizing though! ;-0

I will call Loren today and confirm the technical details for 993s. Then I'll post here again.
UPDATE: I just talked to Loren (who it turns out is a Rennlist member BTW). Here's what he said:
The 96-98 ECUs are not compatible with their fix. They do not have access to the capability to reprogram the more complex ECU chip like RUF does, which is why RUF needs the core back to do the job in the first place.
The earlier (964) ECUs have the less complex chip that Systems Concsulting can reprogram. So finding one on EvilBay, or getting one from a dismantler, is an option here. He suggusted that you do not buy a 964 ECU from a dealer becasue these will most likely have the newer chip installed. So it has to be an original 964 ECU. He said that installing this older ECU would not affect any other operations on a 993.
Finally, he was not sanguine about getting cores back from RUF, even when I told him we were going through Michael (the USA RUF rep)--I'm just sayin'
Hope that helps

This is now on my winter project list-I hate the constant spoiler up/down when driving in stop and go highway traffic. Will be contacting Loren to confirm he can do this on a 1990 964.
