Ebay seller packages up the steering wheel and airbag in a priority box and heads down to the post office.
Post office employee: "Are you shipping anything hazardous, or contains liquids?"
Ebay seller: "Nope"

One thing about airbags and I guess shipping them that worries me is the static discharge aspect of them being deployed.
