Question PPI in England...need help

Found what appears to be a very nice '98 Targa in England. The owner is in the US Army stationed there, who shipped the car over from Ga. when he was assigned there. He's owned it for 6 years and has all service records since new. He tells me that is hugely expensive to register the car there...30% of value because it came from US and not directly from Germany. Further more he tells that I cannot get a PPI done at a somewhat local Porsche dealership in
England because they will not work on or even look at a car that does not have that needed documentation. He tells me the car is above reproach...he will ship at his expense...to a US dealer of my choice...give me 10 days to either accept or reject. If I accept...the money changes hands. If I reject the car goes back on his nickle. Says he needs to get rid of the car and has the ability to ship very cheaply because of his military staus. Thoughts please???

So he got the service records since new, MINUS six years ??? because if they don't touch it in england, he hasn't serviced it, right?
I have heard reasons for this and for that, but this one is new to me. What documentation is missing for porsche to service the car?

Did I understand that he ships the car, you look , and if you don't like the car goes back?

As I understand it...he bought thr car six years ago while in the states...near Ft Benning Ga. He recently got stationed in England and discovered that his car was going to be an issue re getting it registered because of the tax liability etc.

He's willing to ship it to the US and then possibly back, but can't find a single mechanic who will inspect it? All before any $ changes hands?

A quick check of newcomer info for Lackenheath (http://www.lakenheath.af.mil/library...info/index.asp) shows that the MOT inspection is done on imported vehicles BEFORE they are imported, so he could certainly have an MOT.

Sound scammy me. And is "United Kingdoms" the seller's text or a typo?

thanks for the input. I emailed would be seller...told him i needed copy of title as well as photo copy of his US drivers license and through a PCA member found a local PPI who would come and inspect the car. Have not heard back...its been 48 hours. Might well be a scam.

Well, let's see. That is a valid Dept of Labor address. But - 206 is the area code of Portland, Oregon - off by 2500 miles. DC is 202.

Regardless, the most telling is that we speak English of a sort here, even in the Federal government.
