Nooo, I have one of the last '95s built. ViperBob was looking at it today and scratched his head several times on some of the stuff in my engine compartment. It's a non-varioram, 1995, July build, with OBD II diagnostic port.
I can't find the "post your vin" thread, but I'm sure that I saw some '96s built before my '95. It's one of those "change over MY cars."

Just a data point, my 95 993 was a late build, had the newer third brake light and interior door panels and had the obd-II port. Great car.
As for chips, I fitted a GIAC chip from Steve (93 0ctane). In addition my car had cat bypass pipes. Stock otherwise engine. When tracking the car with my buddy who also had a 95, non-chipped with two experienced drivers (red run group) lap after lap, my car had less low end but would pull my buddys car towards the end of the straight (long, read VIR). For most tracks/street, I would leave the stock chip in there, it's faster except at the very top end.
My '95 is OBD II. Anyone know if I can chip it? Or is it a '96 in that regard?
If it's a My95 then it's OBD1 which is chipable
The thing that confuses many is the fact that only early '95s used the round OBD1 diagnostic port, most used the trapezoidal OBD2 port but are still OBD1
besides the intake manifolds Steve mentioned OBD2 cars will have 4x O sensors, OBD1 cars only have 1.
