Default Strange problem

Hopefully, someone has had this one;
2nd day in a row, I exit the interstate (high speed) portion of my commute and enter surface streets. After the first couple of lights sitting, sitting, then going, when I approach the third or fourth stop, the engine revs when I push in the clutch. While I'm at the light stopped, it revs to ~3K rpm, drops to idle, revs to ~3K rpm, drops to idle, etc... The frequency of the revving is about every 2 seconds, up and down, up and down...It continues until I turn off the ignition. Then I restart the car and it runs normally.
WTF? Anyone, Bueler?

Thanks for the replies (even the smartass, which I can appreciate.) I had never heard of an ISV until the above post. Did a search and viola!!!!
I just cleaned it really well. It was coked up and seemed to stick a little when I removed it. I'll post a follow up in a few days with the verdict.

Just a follow up. Problem seems to be solved! ISV was apparently the issue. Thanks Rennlist!!!
