The ratio is determined by the gears inside the rack. There is a difference between the 964 power rack and the 993 power rack. I cannot recall which is quicker. They are both physically interchangable.

So, there are more turns lock to lock in an RS? I would have thought that they would want a quicker ratio steering rack for the race car.

My only experience in changing steering rates is with other types of cars. For high speed ovals, we slow the rack down to make the car easier to drive at really high speeds (also higher amounts of downforce which makes for increased steering effort). Natural road courses we would speed it up -some- then for street circuits we would really speed it up.
I would think the slower rack for the RS would be because it was intended for high(er) speed service.

Is there any consideration with race cars to set the steering ratio to avoid having to shuffle steer? In AX, I would like a car that would let me go lock-to-lock without having to take my hands off the wheel. When I drive me Z3 to work, I can make that last turn into the parking garage without moving my hands, while my 993 requires it.
Also, rather than changing the steering ratio, does moving to a smaller size steering wheel make much of a difference?

On the other hand (no pun) -- places we race at, Edmonton for example, due to the high average speed nature of this circuit, drivers beg for slower steering racks simply because of fatique. Quicker rate = higher input effort

On the 993 vs 964 after getting feedback from the public Porsche made several changes to the front end to increase the sporting feel of the car. These changes included track, scrub radius, camber, caster and steering ratio. All intended to enhance "sportiness".
