Now, beauty is in the eye of the beholder, but...

Can you imagine waking up one day and deciding to paint a big nasty blue stripe right down the middle of your beautiful $90,000 (MSRP) car? Then you do it (professionally, of course), stand back and say... Cool, NOW my car rocks!

I hope that is some sort of removeable paint. If not... a new paint job?

I think it looks horrid. It would make far more sense to have the same stripe rendered with removable vinyl.

How much to get that painted strip removed? A '97 C4S for $30K is a pretty good price (if they'd let it go for that price), if it's in good condition. Wow... 23 records on CarFax... sounds like this car has a history!
