I have a 1998 993 with a CR-210 radio. Sometimes, the volume can raised to a level that's loud (too loud!). But most often, the radio volume is too quiet (audible if the car is off, but not at all audible while driving). . GAL is set to 'off' (and I've tried GAL at different settings per this post).

Any tips or suggestions?

In order of likely cause stuff that can be easily DIY investigated:

Have you had any work done involving the dash or the passenger seat recently?

--If your speakers are original they are dried out and may have failed. Direct replacements for the internal drivers on the Premium Speakers are available or any aftermarket solution will improve the sound.
--If the speakers check out pull the radio, check the plugs on its back that they are clean & fully seated. They can be sprayed out with electronic cleaner to clean them out.

--If you have the Premium sound system it also can be the power amp or the connections to it. Inspect the round plug behind the radio that supplies control and signals to the power amp and hose it out with electrical cleaner also under the passenger seat on Left Hand Drive cars pull the plugs/connectors to the power amp and clean them as well.
Testing the power amp will involve injecting an audio signal into the round connector behind the radio with the switched wire connection in the connector attached to a hot (+) power source and see if it the speakers produce consistent output. This should be done once the speakers' condition as good has been arrived at.

Be aware that if you disconnect the radio head you will need to know its security code to unlock it so it works going forward.
