If by a couple pieces of plastic you mean OEM Porsche reflector assemblies, painted in high quality automotive paint color matched to 40+ colors, including PTS options, it’s in the ballpark. I have had many parts painted aftermarket, and the costs might surprise you, if you haven’t had any of that type work done recently.

Another option is to have brake light and reflectors tinted. I prefer tinted or black for the reflector.

Wouldn’t these small lower lenses reflect back more light to oncoming vehicles than the main rear taillight ?

I would agree, yes, it does take away some reflectivity, however the minimal change wouldn't be enough for a motorist/person who was going to smack in to your car to make any difference at all.
