For what it's worth I was given an allocation from Main Line Porsche in Newtown Square PA (part of the RDS group) with no prior purchase history. So, it is possible. I went on a list in 2019 knowing the 992 GTS was coming. 2 years later I was given their #2 GTS allocation with no ADM. My car was ordered 11.24.21 and I made one change before the spec lock. That's an important detail because the change reset my delivery date (pushed it out farther). Then the world did what it did which pushed it again (for unknown reasons). I've had the VIN for like 6 months.
Anyway, I take delivery tomorrow 10/10/22! Almost 1 year after the order went in. The wait is part of the hustle, I suppose. I say put your name in and buy something used in the interim. I did ... (true story) since my car was supposed to be here in March (and did not show up) I bought a 992 base Carrera and had the dealer guarantee my trade value as part of the deal so I fixed my ownership costs. The plan was to trade it in on the GTS in July when my car came in. My car did not come in and was pushed to November. So I traded the 992 C2 on a 2022 GT4 in Chalk with all the right specs. The plan was to drive that until November. Again, guaranteed trade in value etc. Then on 8/31 got 3 emails back to back from Porsche telling me my car was done, my car was at the port, and my car was on the boat! So I did not have the GT4 very long :-)
Anyway ... I have now bought 3 vehicles from the dealer, although it started with the GTS order. Each were there own (great) experience. My long game is a GT3 allocation and I am sure the additional purchases won't hurt my strategy!
So my 2 cents is rather than pay ADM, buy something from the dealer now (used) with the understanding you are just buying and holding until your GTS allocation comes through. Work with them. It is worth it in the end.
It is good to know that Porsche North America did something. I was supposed to be on a list for a car since 2018 and I get a different story every time I talk to the dealer. I purchased several cars and even traded in a car because they said I would be next to get a car. That was in 2020. Lol.

After accounting for inflation adjustment to msrp and rate increases, paying ADM to get a car early may have saved people money vs. waiting for an msrp allocation prior to the start of summer at least when rate increases were beginning to impact more substantially (not that i paid adm, but i also got my car when they had plenty)
maybe instead of saying no ADM, trying to negotiate it down is more prudent
expecting the 992.2 to have a more substantial price increase, likely not all of the parts contracts were for the whole 992 run (justin time, a customers least favorite person), new sourcing agreements will mean higher costs...ADM may look a bargain soon unless the 992.2 is substantially more car to justify the increase, plus any ADMs lumped onto MSRP increase (which it may be, if it has some 918/919 tech, if you want that) - if (when) i get a GT2 RS i'll probably consider paying whatever ADM, but I doubt there will be much choice othereise
It seems like used car market is softening but Porsches are stubbornly stuck. Dealers just hold on to the cars with ridiculous markups since they’re not paying when cars sit unregistered. Decently equipped 2018 C2Ss at my dealer sits for $135K. Geez almost 5 years old and practically overlapping with new starting price.
I think you may need to seriously consider just paying the ADM and getting your car. You’re pretty hard up for a car right now and supply is nowhere close to meeting demand.
Time is money and every year the MSRP goes up anyway. A 10-15k ADM last year would have translated to just a few thousand dollars for the 2023 years and I suspect it will be the same story for the 2024. I used to be adamantly opposed to paying above MSRP but after this car I stopped worrying about it. I regretted paying above MSRP for about 1 mile. After that it never crossed my mind again. YMMV

I just picked up my 992 4 GTS. Traded in my 718 GTS 4.0 in May. I spoke to 9 Porsche dealers for the 992 and unfortunately my dealer wanted an ADM. So it was pay the ADM or wait 1-3 years with no guarantee for the promised allocation. I went through this with my first Porsche. I paid the ADM and received the car after 5 months. 10 years ago I would never have paid the ADM. Absolutely love the car. The clutch is a dream. I know many think that current economic conditions will decrease demand. For made to order 911's, this is negligible in for the current micro-market. Supply is still too short for 911's. After the 718 goes electric in 2025, I expect demand to increase for the 911 with an IC. Never say Never. Life is way too short.
