Odd spoiler behavior ...
I've my 992 for 1 1/2 weeks now and I think I've played with every feature so far. That being said .. I think I screwed up my rear spoiler.
So here is how it should be:
*NORMAL ... Spoiler in and out based on speed
*SPORT ... Spoiler out
This DID work in the beginning. Now I got cocky and wanted to set up INDIVIDUAL to Start/Stop OFF and Exhaust OPEN. First thing that I found out you can have a NORMAL INDIVIDUAL or a SPORT INDIVIDUAL. Basically whatever mode you've been in before gets added to INDIVIDUAL - I wanted NORMAL INDIVIDUAL. I also "stored" the mode not by the touching the little IND button on top of the screen but by pressing and holding the actual INDIVIDUAL button on the left ... that worked fine and it got the "stored" confirmation.
What happens now is, the spoiler comes out every single time I go to INDIVIDUAL. I probably saved it 30x with the spoiler in. As soon as I leave INDIVIDUAL and go back in it ... spoiler out.
With that the spoiler now stays in in SPORT (wtf!!) ... and to add more weird stuff ... when I set up SPORT INDIVIDUAL ... the spoiler also stays in (no matter what I set it to).
Did I break my 911?

I suspect not. Some detailed steps and we'll see if we can replicate this.

Just go to the car settings ... touch "NORMAL" and then "START/STOP" (to turn it off) and "EXHAUST" (to open it).
Now either press and hold "INDIVIDUAL" or the little "IND" button on top of the screen. This will save the settings to the individual mode.
When you activate the individual mode ... I expect the engine to be in normal, start/stop to be off, the exhaust to be open and the spoiler to be retracted.
Mine however is out.
And please check what your spoiler does if you go in SPORT mode ... I think it should come out ... no matter the speed you're going.

The spoiler remains in automatic mode regardless of which driving mode you are in, with the exception of Individual mode where you can manually program it to be up regardless of speed. In Automatic mode the spoiler only deploys at speeds above 55mph, unless you manually override it via PCM.
From what I’m reading from the way you currently have your car set up, the spoiler is behaving as designed.

Is there a way to program the spoiler to stay down regardless of speed at all times in individual mode?

I could've sworn it extracted with SPORT mode ... I recall that I went back to NORMAL because I didn't want to drive around town with it out. Wasn't there something about improved cooling when it's out?

In fact if the spoiler fails to deploy at speeds above 55mph you will get an error message that warns you to limit your speed as the vehicle may become unstable. You will also be told to take the vehicle to a Porsche dealer and have it serviced.

The improved cooling refers to the automatic closing and opening of the active cooling vents on the front bumper.

You specifically DON’T want to drop the spoiler above 55mph, (At speeds above 9mph manually retracting the spoiler causes it to go into automatic mode, so it would simply auto deploy at 55+ ), as you would cause the vehicle to become unstable.
