I don't believe the EPA (NHTSA actually) allows Porsche to average in their CAFE standards with the rest of the VW/Audi fleet - so why would they block Porsche emissions certification because of VW?

2017 is not exactly equal to 2018. There are a couple of changes. I just picked up a US spec 2018 C4 from Leipzig a couple days ago and there are minor changes which I was briefed on after I asked multiple employees at PCNA and Leipzig. One of these changes is likely impacting your delivery from a regulatory perspective. I know the reason (and not trying to sound like a pompus *** with a secret), but was asked not to share. PCNA reads these forums regularly - and I don't want to break that trust. It's extremely minor but it's the US regulation system that is the problem and not Porsche. It will get resolved.
