Even if your car had been put on the boat when they said it had been, it sounds like it would still be sitting at the dock due to the EPA delay. Very frustrating either way.
I get you want the car asap, but PTS is a roll of the dice and a repainted front bumper due to a paint mismatch would not bother me. It is not damage and it seems some parts are painted separately which explains the issue. If I were to be comped to the level they are doing for you, I would just wait for the car to show up in Sept and then be happy with the great deal. I think the biggest thing is that you traded in your old car early so are sans Porsche. Maybe I am just more patient and forgiving than most people (decades of Land Rover ownership will do that to you).

Seems like PCNA customer care are busy right now. Plenty of issues to deal with getting EPA approval for 2018 models. Good thing yours is a 2017 and doesn't get the double hit.
My car made the early boat and has been in San Diego since 7/20. That's a month early. However I don't think I'll get the second year of maintenance deal since my original "at the dealer" date was projected as 9/1.
Maybe you could ask your "buddy" what he/she knows about the EPA hold while you have them on the line.
So today was delivery day. Finally. I took a couple of quick pictures with my phone after delivery (no outside prep) at the shop that will be installing a radar and adding ppf and ceramic coating. 20 miles and the car is awesome.
