Highway MPG
I know we don't buy these cars for the mileage, but I've made some interesting observations.
My 2010 997.2 C2 got ~34 on long highway trips.
My 2014 991 Targa 4S gets ~25 on long highway trips. (It does, however, do better MPG in city.)
Now, granted...the engine is larger (S vs base) and it's AWD vs 2WD. But dang, that's still a huge disparity. Especially since I'd expect better MPG out of a newer car with better tech!
Thoughts?

When I drive conservatively on the Autobahn without any sport modes enabled I see about 30 mpg on my 991 (maximizing the use of MT 7th gear). Sport or Sport Plus and speeds above 125 mph and it drops to about 23 mpg. The 88 911 gets about 25 mpg on the Autobahn.
Any chance you are using the a/c a lot or in hilly territory? 25 sounds low unless you have it weighted down with several people and lots of gear or windows/top down? What mode are you driving in?

Sounds low, my 2015 Powerkit equipped T4S with PDK gets 28 mpg on the highway and better than 22 mpg in mixed driving. The hwy figure is running 70-75 mph on relatively flat roads. Of course this is on American gas. My previous 2010 Boxster S under identical circumstances only managed 26 hwy and 19.5 in mixed driving.

How many miles on your new Targa? Your mileage will improve after break in.
My C2S, 7 MT, PowerKit, top down, 75 mph, at about 2,150 rpm (7th gear), in Sport Plus mode, can get 30 mpg all day long on the highway.

I'm not buying that you saw ~34 MPG in the 997...have you double-checked that calculation?!

I have always gotten consistent 30 mpg ( averaged over 50 + mile highway drives ) even on 100 degree weather on my 991 C4S coupe
what is your best " instantaneous " MPG with cruise control set at 65-70 mph on level road ?
mine reads about 32-34 mpg in that speed range
the Targa 4S is the heaviest of all NA 991s, but there shouldn't be that much marginal weight penalty
on MPG like you are having, since at 60-70 mph cruising speed , you are running at only 20-30 hp with the same drivetrain, tires and nearly the same aero as my car ...addl weight not very relevant in this scenario

Just completed a 2,430 mile round trip from Chicago to South Dakota for Porsche Escape. We drove a '15 991 GTS in sport mode and achieved 23.5 MPG.

Driving to and from RR V last week I returned 27-30 highway mpg. Across Nevada I had the cruise set at 84-87 mph. Coming home it was looking like I would get the 30 mpg on the tank across NV, but I had a couple full throttle acceleration runs up on ramps and one blast to 155 mph. When I filled up in Wendover I measured 28 mpg. Freeway miles were in normal (eco?) mode.
