Pretty sure if you hit your neighbor's Chrysler Pacifica with your Porsh-uh, he would not be on the Pacifica forum asking if you should pay or not.
Stay detached and let the insurance co. sort it out... that's what they are for. Get your car fixed and keep peace with your neighbor at the same time.

I, guessing you didn't see them hitting your car nor did they say sorry I hit your car. I'm which case that's on your insurance. If they did fess up to it, get their insurance info and let your insurance cos sort it out.

Sucks, but this is just a minute amount of damage. I would not take the whole bumper off and repaint, I would take it to a good independent paint specialist or dealer probably knows or has one.
I'm willing to bet most of the rub marks will buff out, for the area right below the parking light where the paint appears to be missing, a good paint shop will be able to level it out, air brush it in and clear coat it to a point where you will have to be inches from it to tell (if you can).
Trust me, a good paint guy can do wonders.

To me 'good enough' when it comes to paint work... particularly on a 911... is never enough.
