Sorry for newbie question but are the spacers just for looks or do they have enhance performance?

All show, no go. You'd have to be an expert driver (9.5/10) to notice any difference, if any. Some would suggest it can hinder performance for an average drive since there is a slight increase in unsprung weight. Again, that's a strech.
Looks good, when done right, and not too aggressive on the size.
Solves some wheel mounting issues and clearence issues for some models and wheel choices.
Can give you a little better access to clean wheels and calipers. Sometimes just that extra 1/4 inch (5mm spacer) make all the difference.
Alway use longer wheel bolts.

Has anyone added spacers to the Techno wheels? Those wheels are wider and I wonder if they offset more to the outside in stock form?

I'd say no. Since the "Build Your Own Porsche" does not allow you to select the factory OEM 5mm spacers with the Sport Techno Wheel.

I just put 7's in front and 15's in the rear with those. Fit fine.

The width is different for both front and rear, the offset is only different for the rear wheels.
Carrera S, Classic and Sportdesign:
C2 models: 8,5x20 ET 51 front and 11x20 ET 70 back

Sport Techno:
