I own a similar configuration; 991.2 C2S, Manual, SC and other stuff. Sports Response Button is for PDK only since the car is shifting, up or down, for you. With manual, just down shift and rocket on anytime; you are the Sports Response.

Ha Ha very funny! Yes, you should take it to the dealer, it is clearly defective, and no matter how much he says that's how it came from the factory, do not believe them.

Or or you could downshift.

Or check with Porsche's website.

My new PDK C2S has the button. As I understand it, pressing the button keeps the turbos spooled up for 20 seconds when expecting to need quick response. A trick I learned at my local dealers customer appreciation day at Autobahn CC is you can force the turbos to spool up for better response at the apex of a turn by using standard heel and toe technique during braking to both downshift and get the turbos up at the same time.

Yes Exactly...we were doing exactly that last weekend with my buds 2017 C4S Cab....helped to have the PDK in SportPlus mode. Ton of fun.

You did this on a PDK equipped model?

On a PDK, doesn't the sport response button do the same?

it may do this, but the heel and toe braking in Sport+ mode is yet another way to get both the downshift and the turbos spooling, during performance driving when your hands are busy with the steering wheel.
