So, under what conditions does it open/close? I does vacuum open or close it?

Assuming you are asking about a 991.1, and you are referring to the changeover valve that controls what Porsche calls the "symposer" that allows more air intake sound from the engine into the cockpit, I believe that when you select Sport or Sport + mode the vacuum opens the valve. The intake sound is not simulated. There are engine and motor sound simulator systems providing tailored sounds in ICE and EV cars, but the "symposer" is not one.

Yes the "symposer" is what I meant. I edited my post to reflect that. I was meaning to ask what conditions cause it to be opened/closed? Does it depend on engine speed and load to variably open/close, or it just open when you select sport/+ modes?

So it is entirely controlled by sport+? Opened all the time? There is no variability?

Apologies, I’m confusing 991 and 981. For 991.1 Porsche says:
"Sound symposers
In addition to the new exhaust systems, two sound symposers provide for a particularly emotional sound in the passenger compartment. They transfer the load-dependent pressure differences upstream of the throttle valve to a diaphragm causing this to vibrate and transmit the engine sound directly into the passenger compartment. In normal mode, one sound symposer opens above an engine speed of 1,800 rpm.

In SPORT or SPORT PLUS mode, the second sound symposer is additionally activated at all engine speeds. During deceleration, the first sound symposer is always closed and the second is closed between 3,500 and 1,800 rpm.

personally i'd like this completely disabled. wish there was some software trickery.

The quick fix is to stuff sox into the tubes at the passenger compartment end.

Is the 991.1 the same?
I always deleted the sound tubes from other cars I had, and was wondering if Porsche did the same thing.
