My understanding having recently been in the CPO market for a similar low mileage 991.2s is that they wont certify a car with ignitions above range 3. Many people will say this report is good-to-go for you. With that said, and with my very limited knowledge of what these reports mean, this car does not appeared to have been babied in it's very low number of miles that it was driven. So if you're looking for one that was driven by a granny to the grocery store, this is not the one. At least this is my completely amateur interpretation how these DME reports were explained to me.
I don't see anything to be overly concerned about. As far as the low average MPH, there are many possible reasons for this. Traffic, someone who religiously warms it up, small town, combination of all. I wouldn't fret about it since it is only into range 2, very limited, and long ago. My car was CPO and had 0 in all ranges, some people here said that it wasn't driven properly. I have likely fixed that!
Ask the person who ran this report for the "Counter Start Cycles". And report back.
So the dealer sent me a 162 page "VAL information >> Summary" pdf doc for the car they ran. I dont see a "counter start cycles" section. Is it maybe named something else? How about this one?
