Super excited to make my first 911 purchase
When I look at KBB and Edmonds, they are significantly less than the dealer asking price.
any thoughts on a reasonable target price?

Book on 911's is typically lower than asking and most actual sale prices from my occasional look at that. Go off what you see in the market and knock ~10% off for non "special" versions/specd to start.
You need to get more specific about what options you want other than apparently 2013.

ideally under 30k miles and accident free
ideally spending 55k with cpo
Likely carerra as an s will push me over budget
not stuck on 2013, 2011 and newer
been looking at the national cpo listings, hard to tell how much wiggle room there is in working with the dealers

If it helps, I recently purchased a 2012.5 (991) Carrera 2 S PDK CAB in March 2019 from a Porsche dealer with a new CPO. It's an one owner, Florida car with 65k miles. It has a huge sticker price and full of options ($ 138,300). I was an "out of state" phone buyer. I searched the PCNA Certified pages for nearly a year and this car "popped up" one weekend. It was the color I wanted with far more options than I would have ever wanted. I called Monday morning when they opened the doors. As far as wiggle room, my car was offered on the PCNA CPO site and the dealership for $ 59,900. I called and asked a barrage of questions, the salesman text me tons of pictures and a few videos. I gave him my Visa number for a $ 1,000 deposit and we struck a deal within two (three) hours. I paid $53,000 (plus $ 1,000 Visa dep. tax and my choice of transport $750) . The car arrived in better condition than described and much nicer from the pictures. Hard to believe it had 65k miles, I couldn't have been happier. My favorite 911 I've owned to date.
It is in pristine condition throughout.
I originally thought I wanted a base Carrera CAB and more than likely a 997.2, mainly due to a 50k budget, but I'm glad Iwaited out the market and moved up to the 991 as well as the S model. I was even more pleased with the options on this car I never thought I cared about.
You MUST get Sports Chrono, PERIOD. Also, the Sport wheel with PSE is a must for me from now on! If you don't find a car with the PSE, you can swap for the Soul headers and 200 cats, which I still may do... The Bermester is unbelievable at speed with the top down. The base is fantastic and fully appreciated. My 997.1 TT had the Bose system and does not hold a candle to the Bermester .
I can't stress enough, take your time and be patient. There are thousands of Porsches out there for sale. Buy the best example you can find in the color you want with every option you want, perhaps more options and go for a 991. You'll be glad you did.

Huge difference between 2011 (997.2) and 2013 991.1). I had a 2011 911 4S and drive now a 2015 (same as 2013 even though the Targa model did not come out till 2015). Two “completely” different cars. You need to test drive both models if you think you could go either way. Once you go 991, you will never go back (to 997)!
I completely agree. I sold a 997.1 Turbo CAB and purchased the 991Cs2 CAB. The 991 is a Completely far better car, in my opinion. It's much more stiffer, less wind noise and the cockpit is much more updated and sexier as is the exterior styling.

Just got this one owner 2013 Base, CPO Coupe with 27,000miles for $63,900. Sport Chrono, Dynamic Lighting, Glass Sunroof, Leather Sports Seats Plus, Premium Package.

If it is a PDK equipped car, CPO is definitely a safer choice. If the transmission bites the dust, you are looking at a $25,000 bill. For a manual, I guess going with a good, non-CPO, used vehicle could make sense.

one other question, how does one tell if a 2012 is a 2012.5 991? What should I be looking for?
i assume it would say in write up.
read a bit about PDK failures and that has me a bit nervous. Thinking CPO and then a follow up warranty after year 2 is up.

The VIN will show up as a "2012" but, if you run the VIN through: https://vinanalytics.com/
look for "The new 911 Carrera" The car I purchased had a stock picture of a 997 CAB on the PCNA web site AND the Porsche dealer's website, but the description noted the NEW 991 styling.
