That's ridiculously easy. There must be some way to access the ECU and see the real miles though. Other than dealer service records, the engine management has to keep a log of events and mileage. Obviously, for 99.99% of the time, this will do the trick. Something to think about on PPI.
Peripherals register the miles, things like ABS module and stuff like that (don't quote me on ABS, I'm not sure) I just know that there are modules and parts in the car that register mileage/operating hours.
Here is how they reset the mileage, on a VW no less. Watch out guys!

Not surprising at all. It's similarly easy to break into cars and burglarize houses. But all three are felonies that'll put you in jail with a felony record. That's what deters most people from doing it. Nothing you can do about the real criminals except prosecute when you catch them. There have been a couple of low end used car dealerships nailed out here in the past couple of years rolling back odometers. If Ferrari, or any of its dealerships, were doing this as a regular practice, they're just stupid and really need someone to explain the concept of risk/reward to them.
It can be difficult figuring out how to open the fuel door on a new Ferrari so good luck plugging that handheld into the circuitry. But dang. Time to get that Jetta waxed and some armor all on the tires.
