If it's coming from the tires themselves, then it's just the rubber sliding on the pavement. If it's coming from inside the car (steering wheel), then you have a poltergeist and need to sage the car.

I don't think it is the tires. I've never heard it on any of my other gt3s. I'm afraid of ghosts.

The noise isn’t there when the car is cold, only can be heard after driving awhile. Someone suggest ball joints?1?

Doesn't sound like tire to me, got to be something mechanical

It's really hard to tell from the video. I do know that on these cars (and others with similar suspension geometry), turning the wheel while stationary does cause the rubber to "skip" over the pavement. And it can cause noise. Sounds like it could be a bad steering rack.

Thanks for the suggestions all. It happens even when turning while driving not just when stationary. The struts are new so it shouldn’t be those. I’ll check the rack and ball joints.
