Default Another Idle Problem

My idle has been acting weird over the last few months and I finally had a chance to take it out and test it.
Here is what is going on: When I start the car up cold it idles normal at 850-950rpms. After I stop at the first stop sign the idle moves up to 1100-1300rpms. The idle rpms are so high that I can put the car in first gear, with no throttle, and coast at ~10mph without stalling.
I pulled the icv today and tested the unit. It works totally fine. Opens and closes all the way when given power.
Does this mean its wires/engine management?

You should go through and double check your vacuum lines before thinking about the electronic stuff. Start with the simple stuff first!

Yeah, I'm thinking vacuum lines first, as it's easiest. Spray some starter fluid around them and see if the idle goes up.

Few places to check would be under the throttle body and on the back, by the air/oil seperator.

Check the simple things first - the 968 has an accelerator cable - check that it is adjusted properly and isn't binding...
