I cannot address the top speed issue but that was a concern of mine. My front splitter is fiberglass and to help it stay rigid we fabricated a aluminum belly ban that was attached to the splitter and front bumper cover. Still has some flex but does not distort like the poly ones. The down side is that you had better stay far away from the parking stops.

130mph on the front straight at Roebling Road. Many times 8^). Splitter is PU. It doesn't have any skuff marks on the bottom so it didn't reach the racing surface.

AIR splitter. One obiously wasn't fixed securely enough. Ripped off and ran over it between 180-185mph.
Otherwise, my top speed was 194mph with same splitter
I'll write back when I get my new tranny and a bigger life insurance policy...lol

I never thought the splitter was in danger of falling off, (still don't think that would happened), but a scrutineer approached me after a PCA club race at NJMP in '08 and mentioned that the flapping was noticeable on the front straight, so we installed these turnbuckle thingies and the p/u splitter no longer flexes or flaps at speed.

I'd have no way of knowing at what speed the flapping would become obvious since I can't see the splitter while I'm driving. Speed on the front straight at NJMP Lightening circuit would be between 120 - 130 mph.

I can't imagine a factory splitter flapping at such low speeds. These spillters were put on turbo S and RS cars. Turbo S were well north of 170mph +. There could be issues with fatigue or either something being loose.
