I can't imagine a factory splitter flapping at such low speeds. These spillters were put on turbo S and RS cars. Turbo S were well north of 170mph +. There could be issues with fatigue or either something being loose.

Do tell? I'd suspect that the wind-deflection oscillation occurs at even lower speeds (e.g., sub-100 mph). To be sure, the effect is imperceptible (at least to this driver) insofar as the car's handling was concerned.
