Default Resonance flap butterfly doesn't completely seal

I was cleaning up my throttle body area today (off the car) and noticed the resonance flap isn't totally closed when in the closed position.

Is this by design or is there something I need to fix/adjust?

+1 I just cleaned mine a few weeks ago and it looked exactly like the one in your picture. Car runs fine. You don't want the flap to bind with the throttle body as the actuator is vacuum operated and does not provide a lot of force...
