if you have a after market O2 sensor that can cause it as it does not have enough insulation on top to keep the water out like the factor one. Actually being in England maybe you dont even have a O2 sensor in which case forget what I just said

Check your coils and your plug leads and the distributor caps. Most likely you have a voltage leak somewhere in your wires/coils/distributor caps. The moisture in the air or water getting past the insulation only makes it worse. Take a water bottle and mist water all over your wires, dist caps, and coils at night with the light in the engine bay off. If you see little tiny sparks anywhere in there that is your culprit. Very common.

As mentioned --> O2 sensor, replacing it is a 30min job at most. Should your car be stalling in the meantime, just restart since the motronic doesn't listen to the O2 sensor for the first 60 seconds after startup or so so you'll at least be able to park your car in a safe place....

I had these symptoms before. I'd be in the fast lane and suddenly lose power, just about make it over to the hard shoulder. Turn off, leave a minute or so, turn on and off we go again (nervously).
Ended up changing the DME relay. Have had no surge problems since.

Chased similar with my '92 C4 years ago. Worst was through a Nevada snowstorm coming back from a ski trip in Utah. Barely made it into a town. Never really did figure it out, but suspected moisture on the ignition.
And now with my C4S, it will sometimes refuse to start if parked in the rain on an incline with the nose pointed up. It's got an Aerokit II wing. Haven't figured it out the couple of times I've allowed it to happen. (At my mom's, in her driveway.) Just grabbing a tow strap and having my wife tow me along in the subdivision behind mom's Honda has gotten me restarted both times. What I can say is that I've smelled fuel after cranking; after a certain point I'm sure the plugs are wetted enough that they wouldn't fire anyway from merely the starter.
