Default Holes under spare tire

I need someone to help me determine what to do about two ~1/2 inch holes in the bottom of the well that holds the spare tire. This car is new to me and yesterday I had everything out of the bonnet. Under the spare tire were two holes, about 1/2 inch in diameter, several inches apart. They look like they are factory holes and not some butcher job. I taped them up until I can determine what to do.

Are these supposed to be some sort of one-way drain? Are they supposed to have rubber plug? If one of you kind folks will take a look under your spare, please let me know what you find. If you happen to be able to determine the part number, that would be even better.

Thanks

You actually have 3 of these holes but one is hidden (cannot remember by what!) They should have what are commonly called "nipples" which is meant to allow water to drain but not come in. They look like a grommet with a tube hanging down. I have fitted 4 sets and they never seem to stay in for long. I think the bit that hangs down get hit by debris and just pulls the whole thing out. I have tried the recommended trick of cutting them down a bit, but it didn't seem to help.

There is a rubber drain tube that fits in these holes:

When I got my C4 back in 1998 I did not notice that these were missing and water got into the front trunk and destroyed the ABS computer - a $2500 repair bill followed. After hearing that these nipples always fall out I just duct taped the holes from the inside and never had a problem again.
