Hi Ian - no xenon on both dip and main. The xenon bulb completely replaces the H4 bulb.
This is how it works...on an H4 bulb, the filament for main is in a different place, so affects the lens and the reflector differently to the dip filament. On the xenon, there's only one filament, but there's a solenoid to change the position as required.
As a result, the transition from main to dip is almost instant.
