Washer order may matter if you put too small a washer on the dished side of the conical washer. For it to function properly, and the set of washers as a whole to give yout he right thickness, the conical washer must have contact on its outer most edges on its dished side.
Picture a bowl and a plate as your conical washer and flat washer respectively. If the flat washer is too small it will fall into the bowl. it should contact the outside ring of the bowl. Also the washers around this conical washer really should be hardened pieces as the conical washer will try to dig into its surrounding b/c it doesnt have a nice flat contact patch.
I didnt go back and follow exactly what is going on in this thread, so this may not be relevant to the problem at hand.
