Can anyone recommend a good place to buy a set of Fikse FM10s, and what kind of $$. If anyone has a decent set of used, then I would also be interested in those as well.

You can go to www.wheelenhancement.com or www.cdoc.com or to the Fikse site directly for dealer locations. Are you completely set on the Fikses? What about BBS or Jongbloed? I recently went through the same exercise and decided on the new Jongbloed Aero 305. They are 3 piece,forged Aluminum, and weigh around 17-18 lbs each (my fronts are 18"x8" with an offset of 52; the rears are 18"x9.5" with an offset of 47). I have a set of 17 inch FM5's that have curb rash, gouges, scrapes, and paint chips, but otherwise work just fine. I am replacing them for cosmetic reasons. They would be a good set to use on the track if that's what you are interested in.

The 18" wheel discussion is not complicated - Porsche never approved 18" wheels for use on the narrow body 964 C2/C4's. For those with Adrian Streathers book I believe he included the Factory bulletin on wheel sizing. Despite that, people do run 18" wheels, including on the track. If it were me, and I wanted to use 18" wheels, I'd install the Turbo hubs (same as Carrera RS) in front (which also requires 993 or Carrera RS/Turbo 3.3 or Turbo 3.6 or big black brakes).

People run 18" wheels on 964s at the track quite frequently...with no issues.
As a matter of fact, an 18" rear wheel with a 265 series tire fits BETTER than a 17" x 9 or 9.5" wheel with a 275 series tire.
I bought my 17" Fikses through Radial Tire in the D.C. area, good service, knowledgable staff and a GOOD DEAL at that!

Here are the wheels and offset I run on my RS America:
BBS RS GT 8x18 50 mm offset w/245/35/18 Hoosier
BBS RS GT 10x18 65 mm offset with 21 mm spacer, offset w/spacer equals 44 mm w/285/30/18 Hoosier
To run the 285/30/18 you will have to roll your rear fenders. Keep in mind that you will get some rubbing on the inside with the 285. Also I made a guard for the oil line. And my car is setup for the track with lots of negative camber. 275/35/18 is an easer fit.
