I've heard it's for the horn.


...but I wouldn't be surprised if grounding the steering rack was just good practice.

That looks like the ground that goes from the bottom left corner bolt on the steering box cover to a Phillips head screw in the middle of the cross member.

They say it's for the horn, but mine hasn't been connected in 10 years and my horn works...
