Did 86 951's with Phone Dials have early or late offset?

From the photos, it appears [due to wheel lips] your car is sporting early offset 16" PDs in 7" et23 and 8" et23 ['86 turbo specific]. Your car isn't fitted with spacers, is it?
Rims with et65 were used on the front of the 928 [dials and clubsports] and the front of the ['87+] 951 [with 7.5" clubsports]. A late offset 944 7" PD should have an et52...IIRC, a 7" et65 PD was used on the 928. As an aside, both 17" cup 1 and cup 2 rims in 7.5" have et65. And et60 was used on the rear of the 928 and 951 [with 9" clubsports and the aforementioned 9" magnesium PDs fitted to the M754 cars].
Again, from your photos, it doesn't appear your car is wearing late offset rims. In any case, let us know what you find out.

If I'm not mistaken, the '87+ cup cars came with these mag spec phone dials:
Front: 16x8" et52
Rear: 16x9" et57
It does appear that your car is fitted with the early offset pd's (+23) as the lips on them are wider than those found on the higher offset pd's ('87+ cars as well as the cup cars), and, they look like the correct pd's that came on your '86.
I'm going to guess the mechanic is mistaken
Front: 16x8" et52
Rear: 16x9" et57
