Your engine builder should have a build sheet on the finish ID of the cylinder bore and an OD of the pistons. Wossner provides rings and gapping specs for they're pistons and specific application.

It's normal to be able to rock the piston a little. There should be a gap between the piston and cylinder, this allows for expansion when the piston gets hot. The piston is tapered narrower on top since the top of the piston runs hotter than the bottom. Also, the piston-to-wall clearance is measured near the bottom of the skirt, so if there's .0035" clearance at the bottom of the piston, there will be greater clearance on top.

You might consider having the motor disassembled and inspected by an expert who could help identify and, if needed, prove the source of failure -- if you intend to hold someone accountable.

While its a good idea to figure out what failed and why I am willing to bet that you will have a hard time to get the tuner or the builder to 'fess up and fix the problem. If they were 'stand up' type guys they would have already been there to help figure it out instead of blaming each other.

Chris is right as rain. I learned the hard way and figured that the cost of the builder/tuner is the same or more than buying the tools and learning as you go. As Chris said, if they were going to help you this topic would have been about that instead of what to do.
I would decide what I really wanted out of the car...and pay Chris to be a mentor if you are not local to him. If you are in Atlanta or near...I could help somehow...been through that so feel for ya.

The ring gap picture is blurry -- did you square them up in the undamaged ridge and measure the gaps with a feeler gauge? I've never tried to damage a motor via tuning, so can't say what's possible or not, but every time I've mistakenly screwed up my tuning something became obviously wrong long before making this much damage.
