Default 87 catalytic converter

Bought new catalytic converter for 87 951 from e-bay. What I received was an assembly that was made with 2.25 in diameter pipe (not Stainless), the bends crush down to 1.75 in dia, the waste gate pipe is missing its cat and the main cat is very small.

Has anyone else bought a cat and had this issue? Is this the new California approved exhaust for our cars?

I may need to keep this just to pass smog.

Slightly OT.. If your car came out factory 'Leaded' fuel, does that mean even though you're running 'unleaded' fuel, you still need a catalytic converter in California? As 'leaded' cars had no factory cat.

Just got off the phone with DEC and they say that for our car that is the way they make them. They are for smog not performance. They don't make them with 2.5 in pipe and the 1.75 in the bends is normal.
