Are you sure the "before" pic isn't fog lights? I've never seen sealed beams with that bad of a pattern!
That pic is of the fogs only guaranteed

Yes, you could put an HID kit in the e-code lenses.
Now if you used HID's with E Codes would other drivers get blinded?

I think so, but there's really only one way to find out. It also wouldn't require an upgraded wiring harness.

"E-code" lenses are often considered to throw a little bit less glare than American lenses with halogen bulbs. HID bulbs position the light source differently, so any halogen optics will be completely mis-calibrated and will throw the light incorrectly, creating enormous glare with very little useful light projection.
