Well, that gauge in the dash isn't very accurate...
But, you might have low boost because something is worn... Wastegate could be leaking. BOV could be leaking. Some vacuum line could be off and causing a leak.

How about me. I'm having the same 'limp mode' issue, only randomly, and it corrects itself EVERY TIME if I shut down and restart the car. That is, it will boost normally again.

How can you test the CV? My car will hit 1.2 bar in first gear, but in other gears it will hit 1.4 bar. In 5th the other day it almost hit 1.5 bar. So I think either its a vacuum leak or its the CV or maybe the wastegate.

If the car boosts normally, suspect the CV or other issue.

Just to make it absolutely clear – if you clamp that line you will have unlimited boost – as in blow it up real quick kind of boost! A good condition K26/6 (stock) turbo will hit 30psi in the mid rpm range…

Any ideas as to why I would have a limp mode boost situation that corrects itself by shutting down and restarting?

years ago I had a 'limp home' problem. Intermittent but everytime I switched off the ignition key and turned on again (car travelling) the fault would dissapear for a few while. Double checked everything very carefully including the TPS, still no luck. Blink code said TPS but I didn't believe it.
Gave up and fitted a new TPS - fault gone for ever
Still don't understand that one as I checked every aspect of the TPS on a Fluke and an AVO, many many times.

EDIT: Ok, I the TPS and it was not clicking when pulling back on the throttle. I loosened the bolts and adjusted it to where it clicks again together with the throttle. Will see how it drives next time I take it out.

Took the car out for a brief spin today and the difference was considerable.
For one thing it made full boost every time, but more importantly it's recovered the 'floating' feeling it had before when acceleration was normal.
I need a few more days of testing, but I have to thank Mike for pointing out the TPS. Not that it was bad, but rather out of adjustment to the point where it was not clicking together with the throttle.
Repositioning the TPS to where it clicked has made the car perform normally again.
