I will be in gear coming to a stop sign. I push the clutch in and it stays at that rpm(around 2-3k rpm). You push the gas and rev it a little and it will go back to its idle. It has only happened to me twice but it is still weird.

lube your throttle cable and make sure your throttle body is clean.

Check the position of the hose clamp screw on the throttle body mine was getting hung on the spring....
