well see thats a loaded question. Some old boost enhancers incorporate a "jet" into the banjo bolt on the intercooler pipe behind the airbox. Most newer boost enhancers or controllers do not.

You don't want to use a jetted banjo bolt with a LBE. Jetted banjo bolt with the appropriate chips only. I you want to increase boost you'd have better chances with a MBC (lindsey black **** or accuboost which is my preference) and a new wastegate. Most wastegates after 20 years old are failing and actually costing you power.

Yes, going to a smaller size hole in the banjo fitting will increase boost; but it really only works if you use the stock CV, or if you want to reduce air flow waste from the turbo compressor (although minor) when using other boost controllers.
The CV is basically a bleeder with a fixed amount being bled (controlled by the computer). So, with a smaller hole supplying a fixed bleed-off, then less will get to the wastegate.
And, you can use it with a LBE: the banjo hole size determines the max boost, and the LBE still determines at what boost the wastegate will see any pressure.
