doesnt that go to the cycling valve? the cylcling valve might have been deleted when the chips were installed and a manual boost controller was installed

Take some more detailed pictures of the engine and interior. Looks like you may have some sort of aftermarket waste gate (deletion of the CV usually indicates this). The wastegate is located beneath the car on the pasenger side connected to the crossover, you can't miss it.

How are you measuring boost? If you pull the DME you can find out what kind of chips you have. It's in front of the passengers feet behind a piece of wood.

By measuring boost, I mean do you have another boost guage besides the stock one. The stock gauge below the tach is not very accurate and if you're modified, it'd be a good idea to get another one. Here's how mine is mounted:

Depending on how it was taken care of by the PO, and how modifications were implemented, you could be in for a real headache. If things were done the right way, looks like you got a good deal.

Don't mean to scare you away so quickly!

why should i have bought your car?

i work at german motorkraft in colorado springs so parts and labor arent expensive. i think the po just put a chip in. the only major things the car needs are paint, brakes and tires. so im not too scared about the car. but ive only had the car for a week so there might be more probs. we shell see.
