Hmmm…cutting a hole off…sounds difficult!!

Add another bung and just plug the old one with a NTP plug.

If the pipe is hitting the headers add a spacer under the pipe mounting arm. Get some longer bolts and piece of thick will pipe with same ID as the od of the bolt. Cut length to fit!
You can just add the spacer to the rear mount if you want to keep the stock rubber hose on the front.

Ahh the cultural differances. Luckily I've been to both your continents and my guess would be that he suggests cutting the tab of the water pipe and drill a new hole closer to the pipe to mount it closer to the cam housing
