Are these cranks hard to find and what needs to be done once you have it? I guess it depends on it's condition and you're goals/budget, but how much can these add up to?

With a lot of people using 3.L cranks for various projects, they are becoming harder to find. And I don't know what ST has in mind for it too? No clue. And are you asking the cost of a used crank and/or the work to be done to it? Prices can vary depending on what you have done to it.
