Default isv not working, electrical

man i dont want to do this again, just replaced the isv because i figured it was old and not working, since i had to keep my foot on the gas while cold, the a\c on, and when the fans kicked in.

so i replaced it today with a new one, still the same as before didnt fix anything so im guessing its not getting power is there a fuse for it or what? do i need a new cable it looked pretty gummed up.
jumping the test connecter does nothing

its hot out in the garage too(las vegas) now what the tps is adjusted correctly

i resealed the throttle body about a month ago and thats when it started to idle real low, i get about 16+ in hg at idle and about 25 on decel if that matters

any help appretiated

Did you try setting the idle using the diagnostic port?
