confirmation on ISV power to the conectors

confirmation on ISV power to the conectors
In a previous post i have found that the center pin is suppose to be a ground and the outer 2 are power. Is this correct ?? Mine right now show power only to the center one. This maybe why I cant set my idle with the jumper wire in place.
