I found a package of 3 sizes (including 17mm) at Autozone for cheap. The 17mm is also a common VW size, so German specialty tool stores may have them..
Remember, remove the fill plug first. You don't want to drain the fluid only to find out you can't get the fill plug out...

Just did this. I couldn't find a 17mm allen anywhere. I bought a 17mm bolt and 2 nuts for it. Double nutted the bolt, welded them in place, slid a 17mm wrench over it and used it is a big allen bit.

I have a spark plug socket that has a hex on the outside on the end that fits perfect. Probably metric. I reverse it, put the socket extension in reverse through the inside of the socket and I am in business. My plugs were in so tight I could not get them out with the hex wrench so this was the solution I found.

I'm not sure where I got my allen wrentch, but I ended up using a bottle jack on the end of it to get the plugs out. They were REALLY in there. I was a bit worried that I'd found a new jack point on my car while doing the filler hole

if you have trouble getting the plugs out, heat the aluminum around the case with a propane toarch, don't go crazy with the heat. Then spray the plug with WD40 or PB Blaster.
I got a 3/8 17mm socket at a VW shop for cheap. Check the off raod shops that carry VW stuff for sand rails.

IMPORTANT - Make sure to remove your fill plug FIRST!!! Nothing worse than pulling the drain plug, draining all of your fluid, then having problems getting the fill plug out... you're car's out of commission until you get the fill plug out.

The best way to do it is
1. Buy 1 Gallon of 80-90 Swepco (www.Vertexparts.com)
1. Spray both upper and lower with Liquid wrench
2. Buy 17mm L shaped Allen tool (actuall removal tool can be bought Cheaper at www.pelicanparts.com)
3. Cut 1 1/2” off the long in of the Allen tool
4. JB weld the cut piece in a 17mm socket
5. Using a breaker bar attach 17mm socket
6. Insert socket in lower drain plug. Holds at a 90 push it all the way in turn counter clock wise
7. Same for upper
8. Inspect if they look burred replace (www.pelicanparts.com)
9. Let tyranny drain for 20-30 min
10. Coat new drain plug with "Anti-seize"
11. Install lower plug
12. Fill with pump mechanism do not try to pour it in. Do your self and emotional favor
13. When blue cool liquid till it spills out.
14. Install upper plug !!!ONLY AFTER putting anti-seize on it.
Torque both plugs to 20 Lbs.
Oh, check the trans axel seals they could leak too.
