Default NO (not low) Boost in 951 that has been sitting. Turbo not spinning?

My 951 recently had the timing and balance belts replaced. The car sat for a month or two, during the process. Now, I have no boost.

The mechanic found some oil in the intercooler piping. This didn't surprise me, as I have always know the turbo to leak a bit of oil, and the car had been setting. I'm wondering if this oil has caused the turbo to be bound up, or what else might be the culprit.

When I dropped the car off, the turbo worked, so I don't think anything broke. The stock boost guage used to hit nearly 2.0, not it is dead on at 1.0, not like 1.2 limp-mode.

What's the easiest way to access the turbo, and should it spin freely by hand if I can get to an impeller? If it is gunked up, what is a good way to ungunk it?

Easiest way is to remove the AFM and j-boot, that would expose the turbocharger cold side completely, you can try spinning it by hand from there.

To do the timing belt, you would have to remove the intercooler hardpipes and the rubber connecter boots. Did you double check all of the hoses and pipes are tight without any leaks? I just found that one of my boots was cracked and it was leaking boost.

Didn't see anything obvious. I had a split all the way down one of the rubber intercooler hoses, and still made 5-7#, this situation makes none.

I think I'll try the J-boot and AFM removal.

Silly question, but is the gauge indicating vacuum ?

yep, at idle, it's a little above .4

A foreign object such as a clamp could have been dropped in the turbo inlet.
